Collaborations in Biomedical and Behavioral
Sciences Proposal Development Program
I. Collaborations in Biomedical and Behavioral Sciences -- Introduction
This program is made possible through an award from the National Institutes
of Health (NIH) of the U.S. Department of Health and Human Services. With
this award, CRDF will carry out a new program, Collaborations in Biomedical
and Behavioral Sciences, which is comprised of two parts:
The major activity under this new program is the Competitive Grants
Program, a merit-based competition to provide grants for biomedical and
behavioral science research and development projects between American
researchers and their counterparts in the former Soviet Union [for further
details, see below].
The second part of this new program is the Proposal Development Program.
The purpose of the proposal Development Program is to promote and facilitate
the development of collaborative proposals for submission to the
aforementioned Competitive Grants Program.
Proposal Development Program
The Proposal Development Program will be implemented via travel grants for
individual or group travel, including the organization of small workshops.
The American applicant must be a researcher who is currently supported by
any component of the NIH, through either an extramural award or an
intramural program.
Co-applicants from the former Soviet Union (FSU) must be citizens and
residents of one of the countries of the FSU.
The deadline for submission of proposals to the CRDF is September 13,
1996. Awards will be announced on or about October 1, 1996.
II. Proposal Development Program Activities
1. The Travel Grant Program
Travel grants will support short-term visits for travel in either direction
between the United States and any of the independent states of the FSU. The
travel proposed must be for the exclusive purpose of facilitating the
development of proposals to be submitted to the Competitive Grants Program,
which closes on February 15, 1997. Proposed travel must be carried out
during November and December of 1996. CRDF funds may be requested in an
amount up to $2,500 for international air tickets on U.S. based carriers,
per diem, visa fees, ground transportation, and other expenses directly
related to the program.
2. The Workshop Grant Program
The Workshop Program supports travel in either direction between the United
States and any of the independent states of the FSU in connection with small
workshops to develop proposals for submission to the Competitive Grants
Program, which closes on February 15, 1997, in areas of particularly high
scientific priority or opportunity. All workshops must be completed by
December 31, 1996. Workshop grants will not exceed a total of $25,000
including not more than $2,500 per international traveler for international
air tickets on U.S. based carriers, per diem, visa fees, ground
transportation, and other expenses directly related to the program. Other
allowable costs include domestic transportation for local participants and a
$500 organizational fee for the host institution.
III. Proposal Submission
For both the Travel Grant Program and for the Workshop Grant Program,
proposals consist of a Cover Sheet (attached) and a 3-6 page narrative
describing (1) the objective of the activity; (2) the unique scientific
opportunities to be pursued; (3) the U.S. and FSU participants, their
institutional affiliations, and their scientific strengths; (4) the timing
of the visit and other relevant logistical matters. In addition, workshop
proposals must identify (5) the institution hosting the workshop, including
a copy of a written commitment from that institution to absorb all local
organization duties and expenses; and (6) a budget showing the name of each
traveler for whom funds are requested. Finally, all applications should
include copies of any other relevant correspondence, invitations, or
expressions of readiness to engage in the activity.
IV. Award Notification
Successful applicants will be notified by award letter, usually transmitted
by fax, on or about October 1, 1996. Notification will include information
on how to receive pre-paid air tickets. All international travel
arrangements must be made through CRDF's designated travel agent. Grantees
are responsible for visa arrangements as well as for logistical arrangements
for their visit.
Competitive Grants Program
Under the Competitive Grants Program, proposals to support research and
development projects in the biomedical and behavioral sciences will be
accepted by CRDF until February 15, 1997. All awards will be to teams of
American researchers collaborating with colleagues in the former Soviet
Union. The American Co-Principal Investigator must be a researcher who is
currently supported by any component of the NIH, through either an
extramural award or in an intramural program. Co-Principal investigators
from the former Soviet Union must be citizens and residents of one of the
countries of the FSU. Assuming sufficient meritorious proposals,
approximately $1.4 million will be awarded. Proposals may request up to
$80,000 over two years. At least 80% of total project costs must be
destined for the FSU component of the collaboration, and for-profit
organizations must cost-share. The deadline for proposals to the
Competitive Grants Program is February 15, 1997.
